I'd like to see a meeting open up one day a week to discuss "the deliverance from substance abuse".
The information to share in this meeting will include resources and referrals through the department of human social services. From the resource list we will expand our networks to connect individual agencies like the Department of Mental Health, Department of Social Services, juvenile courts/Child Protective Services, California corrections institutions and others. This will make the substance abuse ministry knowledgable of what is available to help these individuals who are in need of guidance and counseling. The information can be extracted from many resource directories.
The focus is to find the most effective services and doucument the outcome of findings. We also want to make a Christian directory of substance abuse services for vtd. and follow up on current listings.
We can make current reports available to pastors as a scheduled part of community meetings related to all substance abuse topics. If there is a directory established, then we can develop contacts from the information that is already in circulation.
We will reserach the agency information and make direct contact by telephone or appointment to:

Facilitate collection of data on:
Cost
How many clients serviced
The type of service
What was the outcome of the client's referral?
Any other relevant data
By knowing the gepographical area that is serviced by the agency we contact, we can establish a presence with:
Prayer
Food and temporary shelter referrals
Church services
Outreach materials
Recovery meeting information
Counseling
Permanent housing
We can also do referrals to clinics and treatment centers as well as to local church and community programs.
We must establish a relationship to open the dialogue with city officials, organizations, civic leadership, including, but not limited to, the Mayor's office, City Council, Superintendent of the School Board. To be effective we have to be informed and put on the full armor.
Our opening meeting can begin with a forum on substance abuse in our schools and community.
Of course this is a tall order to fill and a lot of footwork is involved. Many scheduled appointments and meetings are needed. Most of the work can start as a project of reasearch on the statistics of substance abuse in our city and it very well may be a good idea to expose the facts such as the fact that there are no treatment programs in the city of Moreno Valley and how many are effected by the courts orders to go out side of the city into the city of Riverside for treatment. We can then explore why they do not have clinics for the treatment of substance abuse. We can then look at what issues and solutions are involved in establishing services and counseling and treatment facilities in Moreno Valley.
We realize that this is just the tip of the iceberg so we must hold up a standard and pray while going into the camp of the enemy. In this area we must be totally sensitive to the spirit because it is a true area of warfare. It is the called and appointed time to act. Watch and pray.
